Marco Rubio’s India Visit: Jaishankar Talks To Focus On Energy, Trade And Technology

US Secretary Of State Marco Rubio’s visit to India comes at a time of strained ties between New Delhi and Washington over visa restrictions and tariff threats, with his meeting with External Affairs Minister S Jaishankar in Mumbai expected to focus on efforts to strengthen bilateral relations.

The two ministers are scheduled to meet on Tuesday afternoon to discuss a range of issues, including energy, trade and investment, defence, and critical and emerging technologies. Indian officials view the talks as an opportunity to address recent tensions and reinforce cooperation between the two countries.

With Prime Minister Narendra Modi expected to visit the US for the G20 leaders’ summit in December, the Rubio-Jaishankar meeting is also expected to help prepare the ground for his visit.

The choice of Mumbai as the venue is being viewed as an outreach to India’s business community, much of which is headquartered in the financial capital. Rubio, who last visited India less than five months ago, will not travel to New Delhi this time. Instead, he is scheduled to visit Jamnagar in Gujarat on Wednesday.

According to the Ministry of External Affairs (MEA), Rubio is expected to arrive in Mumbai around 2.15 pm on Tuesday and meet Jaishankar at approximately 4 pm. He will also pay tribute at the 26/11 memorial at the Taj Palace hotel and attend the US @250 event.

Jamnagar Visit Puts Business Ties In Focus

Rubio’s planned visit to Jamnagar, home to Reliance Industries’ major oil refinery complex, is significant amid questions surrounding market access and competition between Indian and American businesses.

US billionaire Elon Musk, a prominent figure in President Donald Trump’s administration’s wider political and business orbit, has previously alleged that regulatory hurdles were delaying the launch of his satellite communications company Starlink in India. Musk accused unnamed business interests of seeking to protect their dominance in the market.

“Is Ambani the real boss of India,” Musk asked in a post on X.

Sources said Rubio is expected to address concerns among India’s business community regarding the proposed bilateral trade agreement. He is also likely to emphasise that Indian and American companies can both benefit from the opportunities available in the Indian market.

Energy cooperation is expected to be another key subject. Sources said US energy supplies could complement imports from Russia and Gulf countries as India’s growing middle class drives up domestic energy demand.

Critical Technologies And Supply Chains On Agenda

The discussions are also expected to cover technological cooperation and ways to strengthen supply-chain resilience, particularly as China tightens restrictions on exports of certain critical technologies.

On October 16-18, China’s Ministry of Commerce and Ministry of Science and Technology jointly published a draft proposal to add 40 technologies to its list of prohibited or restricted export items. The proposed additions included technologies related to artificial intelligence, solar manufacturing and biomedicine, including cell and gene therapy platforms.

Against this backdrop, India and the US are expected to explore opportunities to deepen cooperation in emerging technologies and reduce vulnerabilities in strategic supply chains.

Defence Cooperation And Technology Transfer

Defence ties are also likely to feature prominently in the talks, with both sides expected to examine ways to increase military sales and expand joint production, particularly in the air and maritime domains.

Sources said India is likely to reiterate its demand for greater technology transfer as part of defence purchases from the US. The two sides are also expected to explore ways to integrate the Make in India initiative into bilateral defence cooperation.

Technology transfer has been a longstanding priority for New Delhi as it seeks to strengthen domestic manufacturing capabilities and reduce dependence on foreign suppliers.

Visa Restrictions And Mobility Concerns

The meeting is also expected to address mobility restrictions that have added to tensions in India-US relations.

Indian officials are likely to highlight the contributions of Indian businesses and skilled professionals to the American economy, while raising concerns about measures affecting travel and employment opportunities.

Rubio last visited New Delhi in May, when he attended the Quad Foreign Ministers’ meeting. A subsequent meeting of Quad foreign ministers, which had been planned in Australia following the India leg, has been cancelled.

The Mumbai discussions will therefore take place against a broader backdrop of diplomatic and economic challenges, with both governments seeking to maintain cooperation on trade, defence, energy and technology despite disagreements over tariffs and immigration-related restrictions.
