Trump Signs Bill Authorizing Sweeping New Sanctions To Pressure Russia

US President Donald Trump on Friday signed into law a sweeping sanctions package targeting Russia, expanding Washington’s ability to pressure Moscow over its ongoing war in Ukraine.

The Lindsey O. Graham Sanctioning Russia and Iran Act of 2026 targets Russia’s energy and defence sectors, senior officials, banks and its so-called shadow fleet of tankers used to circumvent existing sanctions.

The legislation also gives Trump authority to impose tariffs of up to 100% on imports from the five largest buyers of Russian oil or natural gas. The provision could affect major purchasers including India and China, although the tariffs are not automatically imposed by the law.

The bill passed the US Senate by 86-11 in August and cleared the House of Representatives 262-159 earlier this week before Trump signed it on September 18.

The measure is intended to increase economic pressure on Russia by targeting revenues from its energy exports and entities supporting its war effort. It also expands sanctions against Russian officials and financial institutions.

The tariff provision has particular significance for India, one of Russia’s major crude oil buyers. New Delhi has previously warned that the proposed measures could affect India-US bilateral ties, trade and global energy markets.

The legislation also extends existing US sanctions authorities targeting Iran, adding another component to the broader sanctions package.
