West Bengal BJP Government Plans Land Reforms to Boost Industrial Investment

1

The BJP-led government in West Bengal is preparing a multi-pronged strategy to address land availability, a longstanding obstacle to attracting industrial investment in the state. The proposed measures include direct land purchases for industrial projects, land pooling and the recovery of unused industrial plots for more efficient utilisation.

Chief Minister Suvendu Adhikari is set to unveil the state’s Investment Promotion Policy, 2026, on Thursday, six months after the BJP formed its first government in West Bengal.

The new policy aims to improve the state’s investment environment by making industrial land more accessible and encouraging businesses to establish or expand their operations.

Multiple Approaches to Address Land Shortage

Land availability has remained a significant challenge for industrial development in West Bengal. The government is therefore considering different mechanisms to ensure that businesses can access suitable land without facing prolonged acquisition-related difficulties.

Under the proposed approach, the state will explore direct purchases of land for industrial purposes, alongside land pooling arrangements. It will also focus on identifying unused industrial land and bringing such properties back into productive use.

The emphasis on brownfield redevelopment is expected to encourage the expansion and modernisation of existing industrial sites rather than relying exclusively on developing new industrial locations.

Focus on Labour-Intensive Industries and MSMEs

Apart from land-related reforms, the Investment Promotion Policy, 2026, is expected to prioritise labour-intensive industries that can generate employment opportunities across the state.

Micro, small and medium enterprises (MSMEs) will also receive particular attention, with the government encouraging businesses in the sector to increase the participation of women and transgender people in their workforce.

The policy reflects the government’s broader objective of attracting fresh investment, strengthening existing industrial infrastructure and expanding employment opportunities.

By combining land availability measures, industrial redevelopment and workforce inclusion, the BJP government is seeking to create a more favourable environment for businesses and position West Bengal as a destination for industrial investment.
