Dawood Ibrahim, Masood Azhar Among India’s Top 10 Terrorist Listings; Goldy Brar At No. 56
India’s list of individuals designated as terrorists under the Unlawful Activities (Prevention) Act (UAPA) includes several high-profile names such as Jaish-e-Mohammed chief Masood Azhar, underworld figure Dawood Ibrahim and gangster-turned-terror accused Goldy Brar.
According to the Ministry of Home Affairs (MHA), Masood Azhar is listed at No. 1, while Dawood Ibrahim appears at No. 4. Goldy Brar, whose name is listed as Satwinder Singh alias Satinderjit Singh, is at No. 56 in the MHA’s list of designated individual terrorists.
The list is maintained under the Fourth Schedule of the UAPA and is distinct from a single official “10 most wanted” ranking. However, the first 10 entries on the MHA list include several individuals who have long been sought by Indian security agencies.
Who Are The First 10 On The MHA List?
The first 10 names on the MHA’s list are:
- Masood Azhar — founder and chief of Jaish-e-Mohammed
- Hafiz Muhammad Saeed — founder and key leader of Lashkar-e-Taiba/Jamaat-ud-Dawa
- Zaki-ur-Rehman Lakhvi — Lashkar-e-Taiba commander and founding member
- Dawood Ibrahim Kaskar — underworld figure designated under the UAPA
- Wadhawa Singh Babbar
- Lakhbir Singh Rode
- Ranjeet Singh alias Neeta
- Paramjit Singh alias Panjwar
- Bhupinder Singh Bhinda
- Gurmeet Singh Bagga
The MHA’s official records identify these individuals as terrorists under Section 35 of the UAPA.
Dawood Ibrahim At No. 4
Dawood Ibrahim Kaskar is listed fourth by the MHA. The government designated him as a terrorist in 2019 under the amended UAPA, describing him as the head of an international organised crime syndicate involved in acts of terror.
The MHA’s current listing also records a long list of aliases associated with Dawood Ibrahim.
Masood Azhar At No. 1
Masood Azhar, the founder and chief of Jaish-e-Mohammed, occupies the first position on the MHA list. The government designated him as a terrorist in September 2019 along with Hafiz Saeed, Zaki-ur-Rehman Lakhvi and Dawood Ibrahim.
Goldy Brar At No. 56
Satwinder Singh, also known as Satinderjit Singh or Goldy Brar, is listed at No. 56 in the MHA’s designated individual terrorists list.
Brar has been wanted in India in connection with multiple criminal cases and has been linked by Indian authorities to the Lawrence Bishnoi organised crime network. The Indian government designated him as a terrorist in 2024.
The FBI has also recently placed Brar on its Ten Most Wanted Fugitives list and announced a reward of up to $1 million for information leading to his arrest.
What The List Means
The MHA list is an official record of individuals designated as terrorists under the UAPA. It should not be confused with a separate police or media-generated “most wanted” ranking.
The current MHA records include 56 as Goldy Brar’s serial number, followed by Mohammad Qasim Gujjar at No. 57 and other designated individuals.
The list therefore places long-standing names such as Masood Azhar and Dawood Ibrahim alongside more recently designated individuals, reflecting successive additions made under India’s individual-terrorist designation framework.
