Goa ZP Election Results 2025: BJP-led alliance wins 31 seats, Congress trails with 10
Goa’s ruling alliance led by the Bharatiya Janata Party (BJP) on Monday secured a decisive victory in the zilla panchayat elections held on December 20, winning over 31 of the 50 seats across the state.
Prime Minister Narendra Modi congratulated party workers and thanked the people of Goa for the mandate. “Goa stands with good governance. Goa stands with progressive politics,” PM Modi said in a post on X, shortly after Chief Minister Pramod Sawant announced that the BJP had emerged as the single largest party in the district panchayat polls.
By 8 pm, the BJP had won 29 seats, while its alliance partner, the Maharashtrawadi Gomantak Party (MGP), secured three seats. The ruling alliance had fielded candidates in 43 constituencies.
The Congress won 10 seats, while its ally, the Goa Forward Party, managed one seat. The Aam Aadmi Party (AAP) retained its single seat, repeating its performance from the 2020 elections. The Revolutionary Goans Party (RGP) won one seat, reportedly at the Congress’s expense, while independent candidates bagged four seats.
Goa has two district panchayats—North Goa and South Goa—with 25 members each. Voting was held on December 20 across rural areas of the state, excluding municipal regions, and counting was conducted on Monday.
Goa BJP president Damodar Naik said the results showed that people believed there was no alternative to the BJP. He added that the victory was also a rebuttal to the Congress’s past claims linking BJP wins to the use of electronic voting machines (EVMs).
“These elections were held using ballot papers, yet we won. This proves the people have complete faith in the BJP,” Naik said.
Chief Minister Pramod Sawant termed the outcome a victory for the NDA under the leadership of Prime Minister Modi. “I congratulate all the victorious candidates and assure that they will work towards development. I thank Goa’s rural voters for placing their trust in our party and government,” he said, adding that the electorate had clearly rejected the Congress.
Sawant acknowledged that the BJP lost a few seats by narrow margins and said the party would work to improve its performance in the future.
A total of 226 candidates contested the elections—111 in North Goa and 115 in South Goa. Counting was conducted at 14 centres set up by the State Election Commission, with six in North Goa and eight in South Goa.
Reacting to the results, the Congress attributed the BJP’s victory to a split in Opposition votes. Congress MLA Carlos Alvares Ferreira said that in several constituencies, the BJP won by narrow margins due to vote division, claiming that a consolidated Opposition vote could have altered the outcome.
