UN Creates Global AI Advisory Panel to Guide Governance, Safeguard Rights

The United Nations General Assembly on Tuesday approved the creation of an Independent International Scientific Panel on Artificial Intelligence to advise countries on the risks and opportunities of the rapidly advancing technology.

The 40-member expert body, to be appointed by Secretary-General António Guterres for three-year terms, will provide evidence-based assessments, synthesize global research, and help shape policy dialogue.

The resolution also establishes an annual global dialogue on AI governance, beginning next year at a world summit in Geneva, where governments and stakeholders will share best practices and discuss cooperation to align AI development with UN development goals.

“The development of artificial intelligence is advancing at a pace and scale that means it affects all states and countries across the globe,” said Costa Rica’s ambassador Maritza Chan Valverde, who co-led the negotiations with Spain. “With this resolution, the United Nations reaffirms its central role in guaranteeing that AI will serve humanity.
