Over 52 Lakh Ineligible Voters Found in Bihar, Says Election Commission

The Election Commission of India (ECI) on Tuesday revealed that more than 52 lakh electors in Bihar have been identified as deceased, permanently shifted, or registered at multiple locations, based on initial findings from the ongoing Special Intensive Revision (SIR) of the state’s electoral rolls.

As of June 24, 2025, Bihar had 7.89 crore registered electors. Of these, 90.67% (7.16 crore) had submitted their Enumeration Forms (EFs), and 90.37% (7.13 crore) had been digitised, the EC said in a press note.

Preliminary field verification has so far uncovered:

  • 18.66 lakh deceased voters

  • 26.01 lakh who have permanently shifted constituencies

  • 7.5 lakh enrolled in more than one place

  • 11,484 voters listed as untraceable

Combined, these represent about 6.62% of the total electorate.

Election officials, from Chief Electoral Officers (CEOs) to Booth Level Officers (BLOs), have shared lists of these 52.30 lakh ineligible electors with all recognised political parties in Bihar for further scrutiny. Additionally, names of 21.35 lakh electors are missing from the submitted Enumeration Forms.

So far, the revision exercise has covered 7.68 crore electors — 97.30% of the total — either through form submissions or ground verification. Efforts are underway to trace the remaining 2.70% whose forms are pending or who were not found at their registered addresses.

To complete the exercise, the EC has mobilised a workforce of nearly 1 lakh BLOs, 4 lakh volunteers, and 1.5 lakh booth-level agents (BLAs) appointed by 12 major political parties.

The Draft Electoral Rolls will be published on August 1, 2025, following which the public will have a one-month window — until September 1 — to raise objections or request changes related to additions, deletions, or corrections.
