Trump Administration Secretly Working With Russia on 28-Point Ukraine Peace Plan: Report

The administration of U.S. President Donald Trump is secretly collaborating with Russia to draft a 28-point peace proposal aimed at ending the war in Ukraine, Axios reported, citing U.S. and Russian officials.

The initiative is said to draw inspiration from Trump’s earlier 20-point Gaza peace plan. According to a senior Russian official, Trump is optimistic about the framework.

Sources told Axios that the draft plan is built around four broad pillars: achieving peace in Ukraine, establishing security guarantees, strengthening security in Europe, and shaping the future of U.S. relations with both Russia and Ukraine.

However, it remains unclear how the proposal intends to address the most contentious issue — Russia’s control of occupied territories in eastern Ukraine.

Steve Witkoff Leading Plan Drafting

U.S. Special Envoy for Peace Missions Steve Witkoff is reportedly leading work on the proposal. A U.S. official said Witkoff has held extensive discussions with Russian envoy Kirill Dmitriev.

Dmitriev told Axios that during a visit to Miami from October 24–26, he spent three days meeting with Witkoff and other members of the Trump administration. He added that, for the first time in years, Moscow feels its concerns are “really being heard,” increasing the likelihood of progress.

He said the emerging plan extends beyond the battlefield and incorporates Russia’s broader security concerns, as well as ways to rebuild U.S.–Russia relations.

“It’s actually a much broader framework — basically saying, ‘How do we finally bring lasting security to Europe, not just Ukraine?’” he said.

A Ukrainian official confirmed that Kyiv is aware of the effort. Witkoff briefed Rustem Umerov, national security adviser to President Volodymyr Zelensky, earlier this week.

The U.S. has also begun informing European partners about the developing proposal, a U.S. official told Axios.

The latest initiative comes as Trump pushes for a path to end the Ukraine war after his summit in Alaska with Russian President Vladimir Putin produced no breakthrough.
