PM Modi to Unveil ₹5,000-Crore Infrastructure Push in Bihar, Disburse PMAY-U Funds During Siwan Visit

Prime Minister Narendra Modi will announce infrastructure projects worth over ₹5,000 crore during his visit to Siwan, Bihar on Friday, marking his 51st visit to the state since taking office. According to people familiar with the matter, the PM will also release ₹510 crore as the first installment of the Pradhan Mantri Awas Yojana – Urban (PMAY-U) for 51,000 beneficiaries.

Modi’s visit comes as part of an intensified push in the poll-bound state and includes the inauguration and foundation laying of 22 major infrastructure and development projects totaling ₹5,736 crore. These initiatives cover sectors like housing, transportation, water supply, sewage treatment, and renewable energy.

Bihar Deputy Chief Minister Samrat Choudhary said the visit is the Prime Minister’s second in 20 days and the fifth this year—highlighting the state’s importance on the central government’s agenda.

Among the key highlights:

  • Housing Initiatives: ₹51,000 crore will be disbursed for the PMAY to benefit 53,666 homeless individuals. Additionally, 6,684 urban poor families will receive house keys during the event.

  • New Rail Services: The PM will flag off a new Vande Bharat train between Patliputra (Patna) and Gorakhpur and inaugurate a 29-km Vaishali–Deoria rail line.

  • Water and Sanitation Projects: Foundation stones will be laid for several water and sewage projects, including:

    • ₹69 crore Bettiah Water Supply Project (West Champaran)

    • ₹19 crore Chapra Water Supply Project (Saran)

    • ₹138 crore Ara Water Supply Project (Bhojpur)

    • ₹400 crore Motihari Sewerage Management Project (East Champaran)

    • New sewage treatment and network facilities in Digha and Kankarbagh Zones of Patna

  • Energy Sector Boost: A 500 MWh Battery Energy Storage System (BESS) in 15 grid substations, supported with ₹135 crore of viability gap funding

  • Export Milestone: Inauguration of the first export locomotive to Guinea from the Marhowra Locomotive Factory in Saran

Modi will also address a public rally in Siwan—once a stronghold of RJD leader Mohammad Shahabuddin and home to a sizable Muslim, Dalit, and Yadav population.

Party leaders see the visit as a major opportunity to strengthen the NDA’s development-focused campaign narrative ahead of upcoming elections. “The NDA is a formidable force in Bihar, led by PM Modi and CM Nitish Kumar,” said a BJP functionary, adding that the opposition lacks a clear agenda or leadership.

In the 2020 state elections, the BJP won 71 of the 110 seats it contested in Bihar’s 243-member assembly, reinforcing its political grip in the state.
