PM Modi Inaugurates Kartavya Bhavan, First of 10 New Secretariat Buildings Under Central Vista Project

Prime Minister Narendra Modi on Wednesday inaugurated Kartavya Bhavan, the first of 10 modern Common Central Secretariat buildings that will eventually house various government ministries and departments as part of the Central Vista redevelopment project.

The government aims to complete all 10 buildings within the next two years, ushering in a new era of centralized, modernized administrative infrastructure in the heart of Delhi.


🏢 Who Will Operate from Kartavya Bhavan?

Kartavya Bhavan will accommodate several key ministries and departments, including:

  • Ministry of Home Affairs

  • Ministry of External Affairs

  • Ministry of Rural Development

  • Ministry of Petroleum and Natural Gas

  • Ministry of MSME

  • Department of Personnel and Training

  • Office of the Principal Scientific Adviser


🏗️ Part of a Larger Vision: Central Vista Redevelopment

The Kartavya Bhavan is one of the major components of the Central Vista project, which has already seen the construction of the new Parliament building, Vice President Enclave, and the redevelopment of Rajpath, now renamed Kartavya Path.

The new secretariat buildings aim to replace aging, inefficient infrastructure such as Shastri Bhawan, Udyog Bhawan, and Nirman Bhawan — most of which were constructed between the 1950s and 1970s.


🏛️ What’s Next: Executive Enclave & PM Residence

After the Common Secretariat buildings, the focus will shift to constructing the Executive Enclave, which will house:

  • New Prime Minister’s Office (PMO)

  • Cabinet Secretariat

  • India House

  • National Security Council Secretariat

A new official residence for the Prime Minister is also part of the project’s second phase.


🔄 Temporary Shifts & Retained Structures

As part of the transition:

  • Ministries currently operating from outdated buildings will temporarily relocate to areas like Kasturba Gandhi Marg, Minto Road, and Netaji Palace for about two years.

  • However, several prominent buildings will not be demolished, including:

    • National Museum

    • National Archives

    • Jawaharlal Nehru Bhawan (MEA)

    • Dr. Ambedkar Auditorium

    • Vanijya Bhawan


🚧 Project Timeline

  • 2 more Secretariat buildings are expected to be completed by next month.

  • A third building is set for April 2026, followed by two more by October 2026.

With Kartavya Bhavan now operational, the Central Vista transformation moves into its next major phase—one that aims to streamline governance and reflect India’s modern aspirations.
