Environment Minister Bhupender Yadav Calls for ‘COP of Adaptation’ Ahead of COP30 in Brazil
Union Environment Minister Bhupender Yadav on October 13 called for the 30th UN Climate Change Conference (COP30) to focus on practical climate adaptation measures that directly improve people’s lives. Speaking at the Pre-COP30 Ministerial Roundtable in Brasília, he emphasized the need to translate climate commitments into tangible, local solutions.
“COP30 should be the COP of Adaptation,” Yadav said, stressing the importance of resilience and locally grounded strategies.

Strengthening Existing Mechanisms: He warned against introducing new processes post-Global Stocktake that might undermine the Paris Agreement framework, calling for actions guided by national circumstances.

India’s Global Role: Citing initiatives like the International Solar Alliance, the Coalition for Disaster Resilient Infrastructure, and the International Big Cat Alliance, Yadav highlighted India’s commitment to cooperative, action-oriented multilateralism.
“Let COP30 in Belém reaffirm faith in multilateralism, equity and collective resolve to deliver real, measurable action for people and the planet,” he concluded.
Adaptation Finance Still Lagging
Despite global attention, private finance for adaptation remains low, with only 8% contributed by businesses in 2022, according to the International Chamber of Commerce. Experts stress that COP30 must formalize results-based adaptation funding, linking payments to on-ground resilience outcomes and ensuring accountability via pre-determined metrics.

Results-Based Climate Finance (RBCF): Unlike traditional public climate finance, which is often provided upfront, RBCF disburses funds only when results are achieved or upon reaching interim milestones, offering a more accountable and outcome-driven approach.
COP30, set to be held in Belém, Brazil, in November, is expected to spotlight adaptation, finance, and actionable climate solutions that have measurable benefits for communities worldwide.
