Kailash Mansarovar Yatra: MEA warns pilgrims not to travel without approved permits and visas

Indian pilgrims planning the Kailash Mansarovar Yatra have been advised not to begin their journey until all required permits and visas for the complete route are approved, the Ministry of External Affairs (MEA) said.

The advisory comes after several Indian citizens were stranded in Nepal after travelling through private tour operators without the mandatory documents needed to enter China.

According to the MEA, some pilgrims reached Nepal expecting their China entry permits and visas to be arranged during the trip. However, when approvals were delayed, they were unable to continue towards Tibet and sought assistance from Indian authorities.

The ministry warned pilgrims against travelling with the expectation that permits would be issued later, saying incomplete documentation could leave travellers stranded midway.

Documents required before starting the journey

Pilgrims have been advised to ensure they have the following approved documents before departure:

  • Valid Indian passport: Must have at least six months of validity from the travel date and enough blank pages for immigration stamps.
  • Voter ID: Required for Indian citizens travelling through Nepal.
  • Tibet Travel Permit: Issued by the Tibet Tourism Bureau and mandatory for entering the restricted Tibet Autonomous Region.
  • Chinese Group Travel Visa: Usually processed in Kathmandu for pilgrims travelling as a group.
  • Passport-size photographs: Recent photographs with a white background may be required.

The MEA has urged travellers not to depend on assurances from tour operators that documents will be arranged after reaching Nepal.

Health and insurance precautions

Due to the high-altitude nature of the pilgrimage, the government has also stressed the need for medical preparation.

Pilgrims should arrange:

  • Medical fitness certificate: Confirmation from a registered MBBS doctor that the traveller is fit for high-altitude conditions.
  • Travel insurance: Coverage for medical emergencies, evacuation, cancellations and weather-related disruptions is strongly recommended.

Those travelling through the MEA route must register on the official Kailash Mansarovar Yatra portal and complete the required application process.

Travellers may also need to submit consent and undertaking forms related to health risks, emergency evacuation and pilgrimage rules.

Check tour operator credentials

The ministry has advised pilgrims using private operators to verify their registration and authorisation before booking.

Travellers should confirm:

  • Whether the operator is registered and authorised
  • Whether Tibet permits and Chinese Group Travel Visas have been applied for
  • Whether approvals have been received, not just applications submitted
  • Whether written travel confirmations are available
  • Whether emergency assistance and evacuation support are included

Many private operators organise the Yatra through Nepal, with pilgrims travelling to Kathmandu before moving towards Tibet. Any delay in Chinese travel approvals can stop the journey at the Nepal stage.

Key advice for pilgrims

  • Do not start the Yatra without all mandatory documents.
  • Do not travel to Nepal expecting permits later.
  • Verify the tour operator before making payments.
  • Keep copies of all permits, visas, insurance documents and medical certificates.
  • Obtain written confirmation of China-entry approvals before departure.

The MEA said the advisory aims to prevent hardships for pilgrims and ensure that the sacred journey is undertaken safely with all necessary approvals in place.
